Pinpoint (Disabled Children Register) and Max Card

As of 15 December 2020, registration for Pinpoint, and updating existing information will be temporarily closed, as we are moving to a new system. We will not be issuing new or replacement Max Cards until the new register is live. All Max Card requests received up to today have been issued.
What is Pinpoint?
Pinpoint is aimed at parents or carers of disabled children and young people. It is the Disabled Children's Register for Buckinghamshire. This secure, voluntary database captures information about children and young people aged 0 to 19 years with special educational needs and disabilities who live in Buckinghamshire (or are the responsibility of the Local Authority). The information, such as types of disabilities, ages and locations, helps to plan, monitor and develop appropriate facilities and services for disabled children and their families.
It is free to register. All information is used anonymously and you can choose to receive a free Max Card for discounted family days out. We encourage as many people as possible to sign up so that we can get a clear picture of the need for services in Buckinghamshire. The information is also important for Adult Services to support disabled young people in their transition to adulthood.
To register for Pinpoint you must live in the Buckinghamshire Council Local Authority area. If you are unsure if your address is within the Council area, you can check by entering your postcode into the Find your local council tool on GOV.UK.
The Max Card is for disabled children and young people who meet the definition of disability under the Equalities Act 2010 - A disabled person is defined as having "a physical or mental impairment which has a substantial and long-term adverse effect on their ability to carry out normal day-to-day activities." Substantial is defined as ‘more than trivial’.
There is a registration form which needs to be completed to add each child to the Pinpoint Database. We would like to know whether your child (in your opinion) has mild, moderate or severe:
- Physical Disability
- Visual Impairment
- Hearing Impairment
- Learning Disability
- Speech or Language Impairments
- Social Communication Difficulties
- Psychiatric Illness
- Chronic Ill Health
- Severe behaviour and/or emotional difficulties
We would also like to know if your child is currently receiving any short breaks (for example, activities, groups or overnight respite care) in Buckinghamshire so that we can continue to identify gaps and improve services.
If you register your child on the Pinpoint Database this will not affect any services that your child currently receives and will not affect any future entitlement to services. Every child’s needs will continue to be considered on an individual basis.
Secure
All information held on the Pinpoint Database will be treated in the strictest confidence and is protected in accordance with the Data Protection Act 1998. By signing up through the website, you are confirming your consent for the Council to process data within the Council's systems.
Anonymous
The information will be used anonymously by the Commissioning Team to get a picture of need across the Buckinghamshire to help plan, monitor and develop appropriate services for disabled children and their families. Some information may be shared with authorised personnel within the Council and other appropriate organisations for the purposes stated above. You will have full access to the information that is held about your child and have the right to remove it at any time.
Section 10 of the Children Act 2004 provides the legal basis for partnership working across local authorities, health authorities and other relevant parties; for example, parent forums. These may be used for the planning and delivery of short breaks and other services.
We can use your contact details to keep you up to date with developments in services, the Parents’ Forum FACT Bucks, and other relevant information for disabled children and young people. If you would like your contact details to be used by Buckinghamshire Council to send you relevant information, or you would like your contact details to be given to FACT Bucks to send you relevant information, then simply complete the ‘opt in’ boxes on the registration form.
Entitlement to services
Registration on Pinpoint is not a requirement to obtain any services in Buckinghamshire and equally does not constitute automatic entitlement to any services.
When you complete the registration form you will be given the option to receive a Max Card. If you choose to receive this, none of your information is shared with Max Card. Please note, Max Cards will be supplied while stocks last but there is no guarantee or entitlement.
It is important that the database is kept up to date. Every 12 to 18 months you will be sent a reminder to check the information held about your child is current and accurate and will be asked to make any amendments to your information that may have taken place, for example, change of address, school.
The record will be archived for 6 months when your child turns 19 and it will be deleted after that time unless you choose to delete it sooner.

Pinpoint is managed by the Buckinghamshire Family Information Service on behalf of the Commissioning Team for Buckinghamshire Council.

What is a Max Card?
Max Card is a national, local authority-commissioned discount initiative for looked after children and children with additional needs aged 0 to 19 years. The scheme enables families to visit hundreds of attractions across the UK at a free or discounted rate. For more information and a full list of attractions, please visit www.mymaxcard.co.uk. To receive a Max Card you will need to add your child's/children's details to the PinPoint database. To do this they will need to be aged 0 to 19 years old and live in Buckinghamshire. If you are unsure if your address is within Buckinghamshire, you can check by entering your postcode into the Find your local council tool on GOV.UK.
Once you have registered to PinPoint, if you choose to have a Max Card you will receive it within 6 weeks. You can find the expiry date on the back of the card.

Expiries and Replacements
We are currently able to replace expired and lost Max Cards while stocks last but please note there is no guarantee that cards will be replaced in future. To be eligible for a replacement Max Card your child must be under the age of 19 and live in Buckinghamshire.
